When Army Shanks learns that a Siberian oil tanker has anchored in Canadian waters and is planning to launch a rocket to the moon, his investigation allows him to discover that one of the women on board is a childhood friend. As he researches the Siberians' intent and attempts to make contact with his friend, he becomes wrapped up in a quickly escalating space race with hijinks galore.
