Bit-Con, one of the Snot-Bots created by a radiation leak at the nuclear power plant, is sent by their leader, Sludge, to infiltrate the Clean Team and make a mess of the city of Electropolis.

Angry that the Clean Team was awarded the key to Electropolis, Sludge and his Snot-bots decide to crash the celebration party and muck the city up.
