In Orange Grove, California, in 1951, plans for an upcoming carnival and running away part-time fall by the wayside when twelve-year-old Paolo, his six-year-old brother Georgie, and their ten-year-old deaf cousin Billy become victims of prejudice after Billy befriends a Chinese American girl.
