When the Mad Catter causes a group of farm animals to go insane, it's up to the Batcow to stop the madness and put the Mad Catter in his place.

In the farmland outside Gotham City, all the farm animals are under the control of the Mad Catter, who is making them behave in bizarre ways and steal all the crops.
