Orphaned runaways Penny and Nick take refuge under the sails of a boat in the harbor and awaken to find they have stowed away on a boat owned by Ben, a fifteen-year-old boy whose father has been reported missing in the Pacific during World War II, and who enlists the siblings in honoring a promise he made to his dad to sail the boat out to sea rather than let it be sold.
