Short-tempered environmentalist Twilly Spree, having sought retaliation against litterer Palmer Stoat by loading Stoat's Range Rover with a horde of hungry dung beetles, realizes he has hit the jackpot when he discovers Stoat is one of the movers and shakers in a plan to build a mall on a pristine Gulf Coast island.
