Frank Hearn, a down-on-his-luck bootlegger, hunts down a double-crossing government thief who stole a shipment of top-quality booze, but when he discovers the thief has a $7,000 IOU from Babe Ruth, Frank develops a plan to take the money and make a better life for himself.
