Aquifer

In the year 2250, the Council controls the world's fresh water sources. To keep the peace they have, through years of indoctrination, weeded out all emotion--or so they thought. Luca is the son of the Deliverer--who will one day himself have to travel underground and negotiate with the Rat Men for fresh water--and he seems to have retained his emotions. Which makes him dangerous in the eyes of the Council.
