Professor Luwig von Glink sets out to make a perpetual motion machine, and when that fails, he continues to add on to his contraption until it takes over his entire house and attracts the notice of the Buildings and Permits Inspector, who orders the whole works demolished--which is when the City Contemporary Art Museum steps in.
