Theodore Tugboat and his many floating friends present playful stories and positive values for lots of preschool fun? Life in the Big harbour is constantly changing and whatever each new day brings, Theodore always likes to do the things that friendly tugboats do. Northumberland Submarine investigates a mysterious underwater cave for his friends on the treausre team, but all he's found is that he may be trapped at the bottom of the Big Harbour. --- One morning the tugs are being expecially loud and the extra-frazzled Dispatcher orders them to be quiet. When the tugs are sent to move noisy Owan, the Oil Rig, they have a quiet riot trying to keep him silent and follow the Dispather's order at the same time.
