Two little girls in blue

Margaret and Steve Frawley return from an evening out to discover their three-year-old twins have been kidnapped and an eight-million dollar ransom demanded, but even though Frawley's employer pays the money, only Kelly is returned, and Kathy is believed to have been killed until Kelly insists she is in telepathic communication with her sister who is alive but in grave danger.
