Victor Leben--formerly Victor "Helios" Frankenstein--plans to repopulate the planet with a new race of humanoids that he will create using stem cells, "organic" silicon circuitry, and nanotechnology, but a group of five--including detectives Carson O'Connor and Michael Maddison and Victor's original monster, Deucalion--team up to stop him.
