"After an extended stay with her grandmother, Chloe is finally back home, ready to hang out with her best friend. Unfortunately, her best friend Fatoumata is away and her helicoptering father taking up all her time. Friendless and alone (save for her dad), our young heroine gets swept in the preparations for neighborhood carnival! Can a costume change and a visit from her wise Uncle Steve fix things or will Chloe be left the clown of the party?
