The bewildered

Three fifteen-year-olds spend their free time skateboarding along Portland, Oregon's streets and stripping copper wire from telephone poles for a strange woman named Natalie; however, when one of the teens is nearly electrocuted, the trio decide to investigate Natalie's illegal activities.
