Braun, an agent of Victorian England's clandestine Ministry of Peculiar Occurrences, disagrees with the organization's decision not to investigate the appearance of corpses on the banks of the Thames, drained of blood and bone, and drags her timid partner, Wellington Books, into a perilous quest to keep an evil brotherhood from enslaving all Britons.
