T'Challa, otherwise known as Black Panther, and his wife Ororo, king and queen of the African nation of Wakanda, embark on a tour to meet with other world leaders and discuss the Civil War that has erupted in the United States over the Superhuman Registration Act--legislation that requires individuals with superhuman powers to reveal their secret identities and register as paid employees of the government.
